The General Assembly has passed legislation sponsored by state Rep. James E. Casorio Jr.
that will improve conditions for breeder dogs in commercial kennels in Pennsylvania. The
bill, which the governor has signed into law (Act 119 of 2008), will require commercial
kennel owners to provide regular exercise and semiannual veterinary exams for dogs; double
the minimum cage size for dogs; prohibit the stacking of cages; require adequate heating,
lighting and ventilation; prohibit wire flooring in cages; and prohibit commercial kennel
