Cephas and Davis move Dignity for Incarcerated Women Act to the Senate

(Sep 19, 2022)

HARRISBURG, Sept. 19 – State Reps. Morgan Cephas, D-Phila., and Tina Davis, D-Bucks, applauded today’s House passage of their bill that would regulate how pregnant people are treated in Pennsylvania’s jails and prisons. The bill is now on its way to the Senate. The Dignity for Incarcerated Women Act, which passed unanimously, would improve visitation rights for incarcerated parents, ban shackling pregnant people and enhance restraint documentation, along with other provisions. “For years, my peers and I have been fighting to get prenatal, pregnancy and post-natal support to those incarcerated in the Commonwealth. The House passage of this act lifts my soul because it is an act of compassion,” Cephas said. “This legislation (H.B. 1419 ) would improve the quality of life for some of our most vulnerable constituents and their families. No one should be deprived of respect or be forced to risk their health or their health of their child -- and certainly not on our watch.” The lawmaker highlighted that the bill also would provide for free period and incontinence products for incarcerated individuals and would allow three days of post-delivery bonding time between mother and newborn child. “Policies need to be set on how pregnant women are treated in prison,” Davis said. “For far too long, incarcerated pregnant women have been subject to shackling, solitary confinement, full body searches by male guards and been Read more

I voted for the final 2022-2023 budget because it is a step in the right direction for Bucks County and the Commonwealth. The House Democrats fought to use the funding that we received through the American Rescue Plan Act of 2021 (ARPA) to help Pennsylvanians, the way it was intended. Read more

House Democratic Leaders: Supreme Court decision will cost lives

(Jun 24, 2022)

“Today’s U.S. Supreme Court decision will hurt women’s access to health care, disproportionately harming people of color and those struggling financially. While abortion is still safe and legal here in Pennsylvania despite the court’s decision, the truth is the commonwealth is one vote away from criminalizing women’s health care and the dire consequences that it would prompt – higher maternal mortality rates, spikes in unsafe abortions, and the prosecution of doctors and nurses who provide necessary health care. Because let’s be honest: outlawing abortion doesn’t stop abortion. Read more

Davis, McNeill bill would require lodging hosts to divulge recording devices

(Jun 15, 2022)

HARRISBURG, June 15 – State Reps. Tina Davis and Jeanne McNeil have introduced H.B. 2120 , which would require lodging hosts to disclose the presence of recording devices on properties, preventing guests in Pennsylvania from unknowingly being recorded, like what happened recently in Philadelphia . Currently, Pennsylvania does not have a law addressing undisclosed recording devices such as hidden cameras in host-lodging sites. “The rise of hosting platforms has allowed private citizens to rent their residences to people from across the globe for a few days or up to a few weeks,” Davis said. “However, these short-term rentals come with risks to the consumer’s privacy. Too many individuals have come forward about the owners of these residences using hidden cameras and secretly recording those occupying the residence. This creates an invasion of privacy, which endangers individuals and families with children.” The legislators acknowledged that some cameras could have a legitimate purpose for the safety of both the owner and consumer, but said the consumer needs to be made aware of all recording devices. “Where people can stay when they travel has changed greatly,” McNeill said. “A person is no longer limited to staying in a traditional hotel. More options provide more opportunities to choose unique locations at a fairer and more budget-friendly price. However, we cannot sacrifice safety and privacy for convenience. Read more
