Sometimes irresponsible owners of dangerous dogs do not take the steps necessary to ensure that their dogs are kept from running loose throughout the neighborhood. Recently, as 5-year-old Tara and her uncle walked their pet beagle Luna, the dog was attacked by an aggressive, unrestrained dog.
Pennsylvania has a "three bites and you're out" dog law which prevents local municipalities from enacting their own stronger dog ordinances. So even though Luna's owners asked Bristol Borough Council President Ralph DiGuiseppe to enact a stiffer dangerous dog law, his hands were tied.
I have introduced a bill that would allow local communities to enact dog ordinances that make sense for them. And I have amended this legislation so that communities would be prohibited from enacting breed-specific bans.
