Terry and Carmen Banfill of Lock Haven accept the citation on behalf of their son, Sean Banfill, a U.S. Department of State special agent who was to receive the honor but was called away to duty in Iraq. The ceremony was made in the memory of Carmen Banfill’s father – Capt. Jack T. Brown – who was killed in a plane crash when she was 10.
