HARRISBURG, Dec. 21 – State Rep. Carol Hill-Evans, D-York, today announced two important sets of grants have been awarded to develop the area’s infrastructure and talent. The grants include a Keystone Communities Program grant of $ 12,500 to plan for the re-establishment of an Enterprise Zone in West York and North York boroughs and Spring Garden and West Manchester townships, and a competitive C areer and Technical Education Equipment Grant program award of $50,000 to the York County School of Technology from the Pennsylvania Department of Education to purchase new equipment aligned to training students in high-demand occupations. Hill-Evans said, “I was proud to support this grant application as this money will help economically develop an Enterprise Zone in West York and North York boroughs and Spring Garden and West Manchester townships. Carol Hill-Evans, D-York, today announced that the Pennsylvania Commission on Crime and Delinquency awarded grants to York County Children’s Advocacy Center and the York County Commissioners for children’s advocacy, safe neighborhood and mental health programs, totaling more than $336,828. $46,999 to the York County Children’s Advocacy Center to support the salary of a forensic interviewer to help meet the increased referrals of clients, including Commercial Sexual Exploitation of Children victims, children who witness domestic violence, and drug-endangered children as a result of the opioid crisis. $139,829 to the York County Commissioners, 2022 SAUSA for Research and Community Engagement will be used to support personnel, employee benefits, travel to the PSN Conference, and the York College Research team. The legislation also waives the $50 caregiver fee for school nurses. Currently a parent, guardian or caregiver is permitted to administer medical marijuana to their child on school grounds and must remove any excess medical marijuana from the school premises after administration. HARRISBURG, Nov. 16 – State Rep. Carol Hill-Evans, D-York, today announced the availability of $800,000 in grant funding through the Veterans Employment Program administered by the state Department of Labor and Industry. Hill-Evans encourages eligible workforce development entities across the commonwealth to apply for this funding. “Supporting our veterans by connecting them with careers tailored to their skill set will establish a foundation of success upon completion of their selfless service to our nation,” Hill-Evans said. “Encouraging eligible entities to utilize this funding will lead to a more streamlined approach in ensuring our veterans have the support mechanisms they deserve as they transition in their career.” The $800,000 provided by the PA Industry Partnership Heroes Path funds and reemployment funds will allow the Department of Labor and Industry to support four workforce development projects. State Rep. Carol Hill-Evans, D-York, today announced over $500,000 in Neighborhood Assistance Program tax credits that will directly benefit the 95 th Legislative District. This funding was awarded through the Neighborhood Assistance Program (NAP) which supports nonprofits, businesses, and resident projects in distressed areas or low-income neighborhoods. There were 6 organizations in Hill-Evans’s district that received funding through these tax credits. Transportation HB1796 would permit motorists to carry either a digital or paper copy of their vehicle registration card, providing drivers the freedom to choose the method that works best for them. Further, it stipulates those individuals who elect to show digital proof of registration on an electronic device are not presumed to be consenting to a search of that device, thereby protecting the privacy of drivers. HARRISBURG, Oct. 25 – State Reps. Melissa L. Shusterman, D-Chester/Montgomery, and Carol Hill-Evans, D-York, have announced they will introduce a bill to provide additional food funds for care facilities enrolled in the Child and Adult Care Food Program, a federal program that compensates care facilities for meals served to participants. “Care facilities across the state deal with incredibly high operating costs,” Shusterman said. “Unfortunately, the federal program meant to help them feed our neediest citizens does not go nearly far enough to alleviate the extraordinary costs they face. It’s time for Pennsylvania to supplement this vital program.” Hill-Evans agreed. “Pennsylvania’s economy is stronger when our most vulnerable residents have access to essential resources,” Hill-Evans said. “By ensuring our care facilities have adequate funding, we would enable more Pennsylvanians to enter the workforce.” According to the PA Department of Education’s website , participating facilities are eligible to be reimbursed for up to two meals and one snack per participant, per day. HARRISBURG, Sept. 27 – A group of House Democrat legislators unveiled their plan to raise awareness to a growing epidemic of many families and seniors on fixed incomes who are unable to afford disposable diapers and undergarments. Donation boxes will be set up outside the Capitol offices of the participating legislators beginning Monday, Sept. 27 and ending Friday, Oct. 1. YORK, Sept. 16 – State Rep. YORK, Aug. 6 – State Rep. Carol Hill-Evans, D-York, today announced that the York City School District along with Logos Academy will receive nearly a quarter million dollars in U.S. Department of Agriculture Fresh Fruit and Vegetable Program grants. “Expanding on the availability of fresh, healthy food for our students will provide the nourishment they need to prosper both physically and academically,” Hill-Evans said. “This program will also provide the opportunity to establish healthy eating habits early in these students’ lives.” The York City School District schools to receive the funding are Davis School, Devers School, Edgar Fahs Smith STEAM Academy, Ferguson School, Goode School, Hannah Penn Middle School, Jackson School, and the McKinley School. The U.S. Department of Agriculture’s Fresh Fruit and Vegetable Program’s goals are to create healthier school environments by providing healthier food choices, expand the variety of fruits and vegetables students experience, increase fruit and vegetable consumption, and positively impact students’ present and future health. I would like to take the summer break from session dates to highlight additional legislation I have chosen to follow closely. I have categorized these for your direction of interest. Health HB692 would establish a grant program to improve, enhance and expand access to clean diapers for infants, children and incontinent adults through outreach programs, volunteer training and fundraising assistance. HB547 would consolidate several existing programs under a new Department of Accessibility and Inclusion and create a secretary position to serve on the governor’s cabinet. The sponsor believes too many Pennsylvanians with disabilities remain underserved, underemployed, on waiting lists, or otherwise struggling to obtain greater independence or to maximize their skills effectively. HB729 seeks to address harms associated with conversion therapy by prohibiting a mental health professional from engaging in this archaic treatment with an individual under the age of 18. HB749 would require all children under the age of six to be tested for elevated lead levels in the blood. Specifically, the bill would require all children to receive a screening at 12 months of age and 24 months of age, with children determined by the Department of Health as high risk receiving annual screenings until they are six years of age. HARRISBURG, July 20 – State Rep. Carol Hill-Evans, D-York, today announced that York County has been awarded $500,000 in Historic Preservation Tax Credits. These tax credits were awarded through the Historic Preservation Tax Credit program, administered by the Department of Community and Economic Development and Pennsylvania Historical and Museum Commission. The tax credits will be awarded for two building projects in the York Historic District. A $200,000 tax credit will be awarded for the York Hospital and Dispensary to rehabilitate a hospital complex and turn it into affordable senior housing. Additionally, a $300,000 tax credit will be awarded for the Yorktowne Hotel to enhance a rehabilitation project for continued hotel operations. “Investing in historic properties to bring revenue opportunities into the district and much-needed housing is a way to guarantee state funding is coming back to York and meeting the community’s needs,” Hill-Evans said. The tax credits were awarded through the Historic Preservation Tax Credit program, administered by the Department of Community and Economic Development and Pennsylvania Historical and Museum Commission. I wanted to take the opportunity to highlight legislation I co-sponsored and support that's on the move in the legislature. These bills and resolutions either recently came out of their committees, passed the House or are waiting to be enacted. Reported out of the Local Government Committee HB1325 would permit a Borough or City Council to reimburse newly elected members of the governing body for attending conferences, institutes, schools, and conventions prior to officially taking office. This would give such individuals the ability to receive reimbursement for training prior to taking office. Passed the House HB69 would include motorcycles in Pennsylvania's Lemon Law. HB1377 would prohibit a business from jumping Keystone Opportunity Zones upon expiration of their tax credits. HR15 will conduct an analysis of the current school bus driver industry and provide recommendations as to how the Commonwealth can effectively address the shortage of school bus drivers. HB581 would grant local authorities a menu of options to pass tax abatements or exemptions for the creation of or improvements to affordable housing of ownership or rental. I wanted to take the opportunity to highlight legislation that I cosponsored and are on the move through the legislature. These bills and resolutions either recently passed their committees, passed the House or have been enacted. Enacted HB464 is now Act 20 of 2021. It updates and expands the Family Caregiver Support Program of 1990. This program provides relief for caregivers of older adults over 59; individuals with Alzheimer’s and related disorders; grandchildren being raised by grandparents; and those 18-59 years old with other disabilities being cared for by an older relative. Those last two being new under this Act. The bill removes maximum reimbursement rates for out-of-pocket expenses and prohibits anyone who has a substantiated case of disservice under the Older Adults and Adults Protective Services Acts from receiving benefits. Passed Education Committee HR15 would direct an analysis of the current school bus driver industry, seeking recommendations to effectively address the shortage of drivers. HR60 would establish a committee to recommend the development of new industries, including advanced manufacturing in Pennsylvania as part of our efforts to comeback from COVID and provide jobs of the future in the Commonwealth.
