State Rep. Tim Briggs congratulates the Lower Merion Area School District winner and finalists of his third annual "There Ought to be a Law" essay contest for fifth-grade students. This year students were invited to imagine a law that would make their school, community or state a better place. Rep. Briggs presented each student with a Pennsylvania House of Representatives citation for achievement.
