Rep. Wheatley and House Appropriations Chairman Dwight Evans delivered a $1 million check to an Allegheny County non-profit agency. The money will leverage an additional $3 million in foundation and local funds so that minority- and women-owned businesses can compete for large-scale construction projects in Western Pennsylvania.
