Grants Lawmakers are trying to expand health care's reach by offering the Pennsylvania Access to Basic Care program, which includes helping small business owners more easily provide coverage to their employees. The Continuing Access with Relief for Employers Initiative - or "CARE" - would offer $42 million dollars in grants to help small employers continue to pay for health benefits.
