The Pennsylvania Legislative Black Caucus was founded in 1973. The purpose of the Pennsylvania Legislative Black Caucus is to serve as an information and advocacy vehicle to advance the interests of African-American, Latino, and other minority citizens of the Commonwealth of Pennsylvania.

Welcome to the official website of the Pennsylvania Legislative Black Caucus, also known as the PLBC.

Our website is designed to keep you cognizant of the issues that occur throughout our state and to inform you of the legislative initiatives that impact all minorities in the Commonwealth of Pennsylvania.

You may notice that we have made some improvements to the page that will allow for easier navigation to the areas that are of interest to you.

The Pennsylvania Legislative Black Caucus Scholarship will be awarded to five minority students in the amount of $1,000 each. The program is open to high school seniors in the Chester Upland, Harrisburg, Philadelphia or Pittsburgh School Districts who plan to attend a Pennsylvania college, university or career school full-time for the 2012-2013 academic year. Students must have a minimum grade point average of 3.0, display proven leadership, commitment to their community and exhibit financial need to qualify. Applicants must also submit an essay stating both their educational and career goals.

Only the first 250 applicants will be considered.
Applications must be post marked by February 17, 2012.
