Houghton to introduce alternative energy legislation
HARRISBURG, Jan. 6 – State Rep. Tom Houghton, D-Chester, announced plans this week to introduce legislation that would remove obstacles for Pennsylvania homeowners who want to take advantage of alternative energy use in their homes.
"As we continue to wage a battle between overreliance on fossil fuel and rising energy costs, we must provide support to homeowners and consumers who wish to utilize alternative energy sources," Houghton said.
Houghton's bill would prohibit the application of restrictions to deeds or covenants of residential properties that would prevent homeowners from installing solar panels or other sources of alternative energy. This would make it easier for homeowners to install home items like solar panels on their own roofs, but wouldn't change the restrictions for other alternative energy installation elsewhere on the property.
A number of other states, including Delaware, have recently enacted similar laws in an effort to aid homeowners and reduce the impact of fossil fuel use. Legislation is pending in several other states, including Illinois and South Carolina, Houghton said.
