State budget serves residents of Ross and region

By State Rep. Lisa Bennington

The state legislature just completed one of the most important tasks we’re faced with all year: formulating, debating and approving the state budget. Every year, the process is challenging and complex, but necessary for the operation of the state.

This year, House Democrats undertook an ambitious plan to expand access to health care, repair ailing roadways and bridges, reverse cuts in mass transit and promote energy independence.

Many of these initiatives were included in the final package and others are guaranteed action in the fall.

First, the House led the fight to expand the scope of practice for underutilized nurse practitioners and physicians assistants. These medical professionals already have advanced training that was not being fully employed. Under new laws, these professionals can see more patients, thereby expanding access to quality care.

Next, Pennsylvania has long faced a transportation crisis, both in large urban centers where mass transit officials have threatened fare hikes and service cuts, and also in suburban and rural regions where roads are in disrepair and bridges are collapsing. This budget attacks these problems head-on by generating funds through an increase of tolls on the turnpike and by tolling Interstate 80 to meet the widespread transportation challenges. An average of $946 million will be generated annually for the next 10 years by implementing this strategy – without leasing the turnpike.

Our region also received a shot of revitalization with the promise of $7.5 million for the construction of a new arena for the Pittsburgh Penguins. This commitment will not only bring more fans and tourists into the city but will also provide an economic boost for surrounding communities.

Finally, the Energy Independence Strategy which I strongly supported, which would promote investments in energy efficiency while reducing Pennsylvania’s dependence on foreign oil, will be a top priority when the legislature returns in September. A special session will convene strictly for examining and considering the different initiatives within the strategy.
