Election Day ballot includes statewide referendum question

for sewer, water improvements

HARRISBURG, Oct. 29 – State Rep. Joe Petrarca, D-Westmoreland/Armstrong, said a referendum on the November ballot will ask Pennsylvania residents to approve a $400 million bond issue to pay for repairs to the state's water and sewage infrastructure.

Act 64 of 2008 authorized the referendum on the ballot as part of Rebuild Pennsylvania, a state budget initiative that provides a combination of federal and state funds to make repairs to the state's infrastructure, including bridges, dams, aviation, rail transportation, drinking water and wastewater facilities.

The funding would be provided in grants and loans to municipalities and public utilities for various construction, improvements, expansions or repairs to drinking, storm and wastewater treatment systems. Projects also could aim to alleviate pollution created by rainfall, snowmelt, former mining operations, urban and agricultural runoff, and sewer systems. Grants and loans would be awarded by the Pennsylvania Infrastructure Investment Authority.

"Voters will have to make up their own minds, but I just wanted to be sure they know this question will be on the ballot so they can make an informed decision on Election Day," Petrarca said.
