House passes Leach bill
to remove sales tax on energy-efficient light bulbs
HARRISBURG, Oct. 23 – The House of Representatives unanimously passed a bill today introduced by state Rep. Daylin Leach, D-Montgomery, that would encourage the use of energy-saving light bulbs and promote energy efficiency and energy independence in Pennsylvania.
The bill (H.B. 8), considered during the Special Session on Energy, would establish a sales and use tax exclusion for the retail sale of Energy Star-qualified compact fluorescent lamps, commonly known as energy-saving light bulbs.
“The simple act of choosing a more efficient method of lighting your home or business can conserve a notable amount of energy and save money,” Leach said. “Removing the sales tax on these bulbs will help to offset the initial higher purchase price, and it will provide more incentive for people to make the switch to energy efficiency.
“If you thought about buying a new washer or refrigerator, I am sure you considered an Energy Star appliance to save money over the usage of the product. Comparatively, these light bulbs are a smaller, more affordable investment that would save money each time you walk into a room and flip a light switch on.”
Energy-saving light bulbs use at least two-thirds less energy than standard incandescent bulbs and provide the same amount of light. They cut energy costs and help with home cooling.
Currently, Pennsylvania excludes 66 items from the sales and use tax, but energy-saving light bulbs are not included on this list.
