Cruz introduces legislation to relocate syringe program locations in Phila.

HARRISBURG, Jan. 18 – State Rep. Angel Cruz, D-Phila., has introduced a bill that would keep syringe-exchange programs away from schools, day-care centers and other residential locations.

Cruz’s bill (H.B. 2185) would require the removal of syringe-exchange programs within 500 feet of a residential housing development in Philadelphia, regardless of whether they already have a permit for their current location. Syringe-exchange programs exchange unused syringes for used ones.

Cruz pointed out that, while these public health programs are important, they also can pose a public threat.

“Some of my constituents brought this issue to my attention,” Cruz said. “Public safety is my number-one concern and citizens being poked by stray syringes is inexcusable. People shouldn’t have to worry about getting injured while walking in their neighborhood.”

In addition to his bill introduction, Cruz has been working with the city Health Department to move these sites away from schools and propose alternate locations. Cruz hopes that his bill will pass to give any decision made with the Health Department the force of law.

Information about this legislation and Cruz other legislation he has introduced can be found on his Web site, www.pahouse.com/cruz, or by calling his Philadelphia constituent service office at 215-291-5643.
