Cruz urges Census Bureau to change policy
HARRISBURG, Feb. 2 – State Rep. Angel Cruz, D-Phila., introduced a resolution urging the U.S. Census Bureau to change a policy regarding the residency of incarcerated prisoners.
Under current policy, a prisoner's address is recorded as the location of the correctional facility at which they reside.
Cruz is urging the Census Bureau to instead record a prisoner's residence as being their last known address prior to incarceration.
"The Census is only recorded every 10 years and many prisoners get out of prison and move back home within that time period," Cruz said. "Many cities are losing out on federal funding because of this policy."
Cruz said his resolution (H.R. 593) awaits consideration by the House Intergovernmental Affairs Committee.
