House Children and Youth Committee approves Bishop legislation

HARRISBURG, May 23 – The House Children and Youth Committee today approved legislation introduced by State Rep. Louise Williams Bishop, D-Phila., which specifies a father’s rights in adoption proceedings.

Bishop’s amendment to H.B. 451 would establish methods to locate the father if the mother relinquishes parental rights to their child for adoption proceedings. The measure will also immediately terminate parental rights in the instance of abuse against the child.

"My bill will protect children and give fathers rights in adoption proceedings," Bishop said. "My legislation helps to streamline the adoption process and make it easier for fathers to connect with their children."

The legislation has now been referred to the state House for further consideration.

The Philadelphia legislator is chairwoman of the House Children and Youth Committee.
