Manderino comments on governor’s 2008-09 state budget proposal

HARRISBURG, Feb. 5 – State Rep. Kathy Manderino, D-Phila./Montgomery, issued the following comments on the governor’s $28.3 billion general fund budget proposal for 2008-09:

On education:

“The new approach to providing school funding would ensure adequate resources for every school district and take some of the burden off taxpayers to support local education.

"The proposal to increase support for children with developmental delays would help them catch up to their peers and minimize the need for further special education. Early education builds the foundation for students to learn and greatly influences the ability to learn in the future.

"Continued investment in education will help students reach a grade-level or better academic standard in school districts across the state. We can’t afford not to invest in their education.”

On health care:

“Too many families are spending the bulk of their income on health-care coverage, and often it’s not even adequate to meet their health-care needs.

"Increasing costs for health care strain the finances of the average resident to the breaking point. We have to put a system in place that supports them and provides every person in this state with decent, affordable health insurance.

"Premiums wouldn’t be as high and small businesses could offer affordable coverage to their employees.

"The Prescription for PA plan would improve health care while lowering costs for all Commonwealth residents.”
