Youngblood proposes streamlining hiring process of state House

 

PHILADELPHIA, Nov. 14 – State Rep. Rosita Youngblood, D-Phila., has introduced legislation that would streamline administrative operations within the House of Representatives to foster uniformity, equity and transparency in hiring and other human resource practices.

 

Youngblood said her proposal would combine the human resource and administrative services of each caucus within the state House into a single bipartisan entity called the Office of Legislative Services, which would be under the authority of the Bipartisan Management Committee.

 

“As we examine ways to reform and streamline the operations of our state government, it is vital that we begin restructuring the way we handle our own administrative services here in the state House,” Youngblood said. “I believe that combining these most basic support services for both House caucuses is a step in the right direction.”

 

This newly established office would be divided into two segments – the Administrative Services Unit and the Human Resources Unit, Youngblood said. The Administrative Unit would be responsible for coordinating the payroll process and assisting district offices with technical services, such as purchasing equipment, acquiring leases and setting up communication systems. The Human Resources Unit would handle all of the personnel requests for each House member, including establishing and maintaining an online database of legislative employment opportunities.

 

“This measure will provide openness and transparency in the hiring of House employees and create a level playing field in how the administrative process is handled,” Youngblood said. “By establishing a bipartisan office we will have an opportunity to remove politics from the equation.”
