Prescription for Access

The following bills expand access to health care providers by eliminating barriers and expanding certain scopes of practice to improve the quality of care that Pennsylvanians receive while lowering the cost of health care for families and employers.

The Pharmacy Act
House Bill 1250 (Rep. Deberah Kula, D-Westmoreland/Fayette)

This legislation would allow pharmacists to enter into written agreements with physicians, permitting pharmacists to provide drug therapy management in academic health centers and group practice settings where the pharmacist is an integral member of the interdisciplinary clinical team.

The Medical Practice Act
House Bill 1251 (Rep. Harry Readshaw, D-Allegheny)

This legislation amends the Medical Practice Act to remove the limit to the number of physician assistants for whom a physician has responsibility or supervisory obligation under a collaborative or written agreement.

The Osteopathic Medical Practice Act
House Bill 1252 (Rep. Harry Readshaw, D-Allegheny)  

This legislation amends the Osteopathic Medical Practice Act to remove the limit to the number of physician assistants for whom a physician has responsibility or supervisory obligation under a collaborative or written agreement.

The Professional Nursing Law
House Bill 1253 (Rep. Timothy Solobay, D-Washington)

This legislation would allow qualified certified registered nurses the ability to prescribe and dispense drugs within their specialty of expertise. It also removes the limit to the number of nurse practitioners with prescriptive authority for whom a physician has responsibility or supervisory obligation under a collaborative or written agreement.

The Professional Nursing Law
House Bill 1254 (Rep. Jaret Gibbons, D-Lawrence/Beaver/Butler)

This legislation amends The Professional Nursing Law to provide certification for Clinical Nurse Specialist by the State Board of Nursing.

The Medical Practice Act
House Bill 1255 (Rep. Ronald Waters, D-Delaware/Philadelphia)

This legislation would expand the scope of a nurse midwife to provide and manage the health care of women during pregnancy, childbirth and postpartum. This bill also would allow qualified nurse midwives to prescribe, administer and order certain drugs.

The Dental Law
House Bill 1257 (Rep. Eddie Day Pashinski, D-Luzerne)

This legislation would allow qualified, licensed dental hygienists to perform additional procedures under the supervision of a dentist, administer local anesthesia and provide services in free clinics.

Pennsylvania Center for Health Careers
House Bill 1573 (Rep. Tim Seip, D-Berks/Schuylkill)

This legislation would focus greater attention on the needs of Pennsylvania’s health care workforce by creating the Pennsylvania Center for Health Careers. Among its duties, the center will focus on workforce demands, examine recruitment and retention efforts, review diversity strategies within the industry, and assess the state’s medical education and training programs.
