I will again introduce legislation to address out-of-control campaign spending in the wake of the 2010 U.S. Supreme Court decision in the Citizens United case. My proposal, which I introduced in each of the last three sessions, would initiate a U.S. constitutional amendment through the state legislative process.
I am proposing that Pennsylvania join with other states in calling for a constitutional convention to overturn the decision in Citizens United. Citizens United was the case that held corporations and unions could spend unlimited amounts of money to influence elections. My bill proposes a 28th Amendment to the U.S. Constitution that would give Congress and Pennsylvania the ability to limit both campaign contributions and spending, effectively overturning Citizens United.
