Rep. Seip's SMART Plan to eliminate school property taxes on primary homes

In September 2009, Rep. Seip introduced the SMART Plan (H.B. 1965) to deliver the maximum amount of school property tax relief on primary homes allowed by the Pennsylvania Constitution. SMART (Sales-tax Modernization Addressing Real Tax equality) was also designed to address the state budget impasse that was taking place and to prevent future budget impasses. With Rep. Tom Houghton from Chester County, Rep. Seip is cosponsoring the state constitutional amendment (H.B. 1966) that is needed to allow elimination of the school property tax on primary homes. If passed, these two pieces of legislation would be a one-two punch to knock out the school property tax for homeowners.
