Governor signs Caltagirone animal cruelty bill into law

The sad truth is that many dogs in Pennsylvania have been subjected to surgical procedures that border on torture. In fact, dog owners and breeders with no formal training have been personally performing surgical procedures on the dogs in their care. As a result, thousands of dogs have died, suffered from serious pain, infection, or been euthanized due to behavioral changes.

Until now.
