The Consumer Affairs Committee has legislative jurisdiction over all public utilities that are regulated by the Pennsylvania Public Utility Commission (PA PUC). Those areas include:
  • Electric Distribution
  • Natural Gas Distribution
  • Non-Municipal Water Companies/Wastewater Collection and Disposal Facilities
  • Steam Heat
  • Local and long distance telephone carriers
  • Railways
  • Truck Safety
  • Taxi Cabs

Even though the Committee generally has jurisdiction over most public utilities, there are some industries that are regulated by the Federal Government. These include cable and wireless telephone carriers. However, if there is a suspected unfair trade practice, the committee can address that issue through hearings and legislative remedy. Municipal water authorities, rural electric cooperatives, and electric and natural gas generation suppliers are not regulated by the PUC.

In addition, the Committee regularly receives legislation addressing consumer related issues such as Identify Theft, unfair trade practices, the lemon law, and other similar concerns. A list of topics and issues discussed during the last legislative session include Cable Competition, Gift Cards, Home Improvement, Event Data Recorders, Identity Theft, Expanding the Lemon Law, Price Gouging, etc.
