The Public Utility Commission (PUC) has jurisdiction over more than 200 water and wastewater utilities, including a number of municipal water and wastewater companies. The PUC does not have jurisdiction over utilities owned and operated by municipalities unless a municipality is serving customers who reside outside of its corporate boundaries. The Commission maintains jurisdiction over the rates and service to these outside customers.

Drinking Water

  • 2,104 community water supply systems in PA serve more than 10 million people.
  • 1,168 non-community water supply systems* in PA serve close to 500,000.
  • $11.5 billion is needed for drinking water infrastructure upgrades over the next 20 years, according to the Needs Assessment Work Group created by the Governor's Sustainable Infrastructure Task Force.

Wastewater

  • 4,432 wastewater systems in PA.
  • 386 are considered "major" systems treating over 1 million gallons a day.
  • 986 are publicly owned and operated by local municipalities or municipal authorities.
  • $25 billion is needed for wastewater infrastructure upgrades over the next 20 years, according to the Needs Assessment Work Group created by the Governor's Sustainable Infrastructure Task Force.
