Dog Law

House Democrats win fight to protect dogs

For too long, Pennsylvania had the unfortunate distinction of having laws tolerant of the inhumane treatment of breeding dogs at some of the state's large-scale commercial kennels.

It was legal to kill dogs at these facilities for any reason. It was legal to force these dogs to live their whole lives in tiny cages with wire flooring and stacked on top of one another. Dogs in these kennels went without exercise and social interaction, and were exposed to extreme weather conditions.

Fortunately, at the urging of House Democrats, Governor Ed Rendell and dog advocates across the state, House Bill 2525 is now law.

The new law requires commercial kennel owners to provide regular exercise and semiannual veterinary exams for dogs; doubles the minimum cage size for dogs; prohibits the stacking of cages; requires adequate heating, lighting and ventilation; prohibits wire flooring in cages; and prohibits commercial kennel owners from euthanizing their dogs.
