The Energy Independence Fund
Special Session House Bill 1
This $650 million investment in Pennsylvania innovators and consumers
will help generate green energy and a cleaner environment.
Investments include:
- $165 million for major alternative energy
manufacturing projects and building facilities that create the parts
and technology that can be used by PA facilities. Grants will be
awarded on merit by an independent state agency – the projects that
do the most good for the most people will get the funding.
- $80 million to help large businesses and municipalities
install solar energy generating facilities to help reduce
the demand on existing power plants.
- $100 million to help homeowners and small businesses
install solar energy panels, reimbursing costs of materials
and insulation to give average people the power to harness the sun
to cut energy bills.
- $25 million to help defray the cost of cleaning up industrial
emissions to reduce the levels of harmful mercury being
released into the atmosphere.
- $25 million to help homeowners and small businesses
defray the costs of building new green-certified homes and buildings,
making sure newly built structures efficiently use the lowest amount
of energy.
- $25 million for wind and geothermal research and implementation,
harnessing the power of the wind and the earth's natural heat to
create power.
- $40 million for the Ben Franklin Innovation Fund to
help bright innovators create the energy technology of
the future.
Consumer aid and incentives include:
- $40 million for the Low-Income Home Energy Assistance Program to keep the power flowing for tens of thousands of seniors and working families when the temperatures turn cold.
- $97.5 million to help homeowners and small businesses complete vital
weatherization projects to get the most from our energy dollars.
- $50 million to provide $1,000 tax credits to people who install alternative energy
production systems in their businesses.
- $2.5 million for a data server consolidation program to help businesses reduce the amount of air conditioning electricity it takes to keep their computer servers cool.
