 Rep. Frankel speaks at a national news conference in Washington, D.C., in January that was held by the Advocates for Highway and Auto Safety to announce the organization’s 2007 Roadmap to State Highway Safety Laws. The only state legislator to speak at the event, Rep. Frankel advocated for the reinstatement of Pennsylvania’s motorcycle helmet law that was repealed in 2003.
