The last time our state Constitution was given a comprehensive look, Ulysses Grant was in the White House, Queen Victoria reigned over Great Britain and the Wright Brothers' first flight was still three decades away. How can the Commonwealth keep up with today's changing world if we are still living by guidelines set in the 1800s?
I am crafting legislation that would place a referendum before Pennsylvania voters asking if a convention should take place.
If voters approve, delegates would be chosen (public officials and lobbyists would not be permitted to serve) and tasked with coming up with three proposals to reduce or eliminate property taxes.
To pay for the process, $20 million from the non-lapsing leadership accounts of the General Assembly would be used, with four equal contributions by the four caucuses.
A constitutional change is needed to completely eliminate local property taxes. Currently, the state can only move to a 50 percent reduction.
