Dear Pennsylvanians, The Gaming Oversight Committee is the newest committee formed by the Democratic leadership of the House of Representatives, and I have the privilege to serve as its first Chairman. This new committee was formed to provide oversight of Pennsylvania's new gaming industry. Gaming in Pennsylvania means more than just property tax relief. It is Pennsylvania's new economic development initiative. While tax reform is key, gaming also provides the opportunity for job growth, economic development and a new brand of tourism. Pennsylvania is expecting 14 operating Casinos in a 2-year span with four currently up and operating. These casinos are Mohegan Sun at Pocono Downs, Philadelphia Park Casino, Harrah's Chester Downs and Presque Isle Downs. It is expected that The Meadows Racetrack & Casino, as well as the Hollywood Casino at Penn National, will open in 2007. One of my main priorities is to tour each and every casino and hear from the surrounding communities on how the casinos are affecting them. My vision of this committee includes community inclusion and assurance that funds generated from Pennsylvania's new Economic Development initiative is used for Pennsylvania residents. I have been an outspoken advocate of minority and community inclusion in the gaming industry in addition to enforcing local economic development for communities hosting gaming facilities. I served in the U.S. Army, and am a retired Philadelphia police officer, having served 22 1/2 years. In addition, I am currently serving my 10th term as a State Representative in District 186. I have always felt dedication to the community around me, which is a large issue facing the gaming industry. As Chairman, I vow to work hard to ensure Pennsylvanians receive property tax reductions as well as community benefits in the surrounding areas in which the casinos are located.
