Soundbite ONLY. Rep. Tim Solobay, D-Washington, introduced a bill that would help natural gas companies make repairs and/or upgrades when needed, or when it is more convenient to do them. The bill would allow minor rate shifts for such projects without PUC approval. That legislation would also make natural gas distributors responsible for all service lines up to the level of the serviced location. In southwestern Pa., natural gas customers are frequently responsible for service lines that run from the street to their homes. There are two bites.
