Rep. Payton is pictured with HGTV host Carter Oosterhouse, Mayor Michael Nutter and local veterans at a newly remodeled Frankford row home that provides shelter for homeless veterans. Over the course of May and June, local volunteers significantly improved the living environment for veterans working to make a successful transition to independence. The improvements were made and recorded as part of the HGTV's Change the World. Start at Home venture, a community revitalization and environmental education campaign in partnership with Rebuilding Together, the National Trust for Historic Preservation and the Natural Resources Defense Council.
