House Democratic Policy Committee looks at House Bill 2361

 

PHILADELPHIA, May 30 – The House Democratic Policy Committee held a public hearing at the Independence Visitor Center on House Bill 2361 that would provide immediate funding for the Philadelphia School District, Chairman Mike Sturla, D-Lancaster, said.

 

State Reps. Mike O'Brien and Rosita C. Youngblood, both D-Phila., requested the hearing and served as co-chairs. The hearing also examined the effects and impacts of the Actual Value Initiative (AVI), the proposal offered by Philadelphia Mayor Michael Nutter that would reassess Philadelphia properties to bring in additional tax revenues.

 

Testifiers included Brett Mandel, former chair of the Real Estate Tax Working Group, Philadelphia Tax Reform Commission; Jeff Hornstien, president, Queens Village Neighborhood Association; and a panel from the City of Philadelphia: Rob Dubow, finance director, and Lewis Rosman, director of legislative affairs.
