House Judiciary Committee to hold Pa. constable hearing Wednesday
HARRISBURG, Feb. 17 – State Rep. Tom Caltagirone, chairman of the House Judiciary Committee, will hold a public hearing at 10 a.m. Wednesday, Feb. 18 in Room G-50, Irvis Office Building in the Capitol Complex.
The hearing is being held to educate committee members and the public about how the state constable system operates. Caltagirone said no definition of constable exists in Pennsylvania statute, and the committee has become concerned with disciplinary actions taken on behalf of some constables.
Several representatives from state constable and county organizations are scheduled to testify and include:
· Michael Kane, Esq., executive director of the Pennsylvania Commission on Crime and Delinquency;
· Shelley Whitcomb, executive director of the Pennsylvania State Association of County Controllers;
· Larry Maggi, Washington County Commissioner and chair of the County Commissioners’ Association of Pennsylvania Courts and Corrections Committee;
· Sandy Graffius; Berks County Controller and chair of the County Commissioners’ Association of Pennsylvania County Controllers’ Committee; and
· Terri Clark, member of the Pennsylvania State Association of County Controllers and author of the Chester County Constable Handbook.
