Rebuild PA Funding

Rebuild PA is a comprehensive package of laws that will repair Pennsylvania's aging infrastructure while creating good paying jobs at the local level through construction projects.

Right now, Pennsylvania leads the nation with more than 6,000 structurally deficient bridges. Rebuild PA will allow PennDOT to start repairs on over 400 bridges in critical shape this year. The state also faces an urgent need to address its drinking water and wastewater infrastructure. Around 900 community drinking water facilities and 1,100 community wastewater operations statewide owned by municipalities or municipal authorities will now be eligible for grants under Rebuild PA to make necessary repairs that keep your tap water flowing.

Fixing these problems now and making targeted local investments will ensure that businesses and families continue to thrive in Pennsylvania, despite an economic slow-down at the national level.

The 2008-09 budget invests in economic incentives and infrastructure development programs to the tune of:

  • $350 million to repair more than 400 of the state's most dangerous bridges;
  • $15 million for airport and railroad capital improvements;
  • $800 million for water and sewer infrastructure and high hazard dam improvements;
  • additional $400 million bond issue for water supply and sewage treatment systems, which voters approved in the November 2008 General Election, and;
  • $800 million in redevelopment capital assistance over four years.

Keystone Opportunity Zones: House Democrats successfully included an expansion of the Keystone Opportunity Zone program in this year's budget. The program helps to revitalize many neglected neighborhoods plagued by abandoned buildings, poverty or high unemployment by reducing or even eliminating certain state and local taxes, helping to attract development where little or no activity existed before.
