Biography

Rick Taylor, D-Montgomery, was first elected to the Pennsylvania House of Representatives in 2006 and has been ardently fighting for and advocating on behalf of the constituency in the 151st Legislative District located in Montgomery County.

As a legislator in his second term, Rick has authored several bills designed to benefit the 151st District and beyond including: legislation preventing the Naval Air Station Joint Reserve Base (NAS JRB) Willow Grove from becoming a civilian or commercial airport, and legislation protecting senior citizens living in "ground rent communities" from companies who increase their annual fees without posting them to the community.

In addition, Taylor’s legislative goals include strengthening campaign finance laws, making college more affordable and accessible for students and protecting children and families by strengthening Megan’s Law in Pennsylvania.

Taylor also has worked with local community organizations to preserve the environment and to protect the health and safety of all citizens in Montgomery County.

To date, his legislative accomplishments include authoring legislation to make college more affordable for students and families by increasing funding for the Dual Enrollment Program; and legislation protecting and allocating funding for The Hazardous Sites Cleanup Act (HSCA). Taylor also has worked to improve the Long Term Care Partnership law, which helps Pennsylvanians plan for their retirement.

Rick sits on several standing House committees, including Finance, Insurance, State Government, and Veterans and Emergency Preparedness, of which he is secretary. He serves on the Budget and Revenue Committee for the National Conference of State Legislators.

He grew up as the only child of a single mother. Her hard work and values are represented in his life, through his commitment to making sure that the American Dream is not only available to those who can afford it, but to those who are willing to work hard to see it comes true.

Taylor's father was career military and this instilled in him a sincere appreciation for the sacrifices our servicemen and families make to keep America safe and strong.

While earning his bachelor’s degree at the University of Minnesota, Rick interned with the Minnesota House of Representatives, handling pay and labor issues and interned with the late Sen. Paul Wellstone as a constituent advocate. He counts the Senator as a major influence in the shaping of his philosophy that serving constituents is the most important aspect of public service.

Rick also earned a master’s degree in Industrial and Labor Relations from Cornell University.

Rick is an active member of Ambler Mennonite Church and volunteers with Ambler Junior Baseball. He lives in Ambler Borough with his wife Jeanne and children, Amelija and Freddie.
