1. Education, infrastructure and ensuring services to vulnerable residents, like the elderly, are top priorities for the 2008-09 budget. The American Recovery and Reinvestment Act has gone a long way in helping Pennsylvania get back on its feet, but we still have a long way to go in filling funding gaps.
