My Youth Expo Recap!

Dear Neighbors,

Last week, my House colleagues and I passed important bills that will help our neighbors and improve communities:

We passed the governor’s budget proposal with investments in education, healthcare, public safety, affordable housing, mass transit and more, without raising taxes (HB 2400). The final budget still has to be worked out with the Senate.

We’re holding data centers accountable by requiring them to disclose the nature of their operations and report energy and water usage to the state (HB 2150) and providing communities with an optional approach on zoning for data centers (HB 2151).

We’re supporting families by requiring baby diaper changing stations in new or totally renovated public restrooms, including men’s restrooms (HB 1558).

We’re looking out for kids by helping school sports coaches to spot signs of mental health distress or illness (HB 1706).

We’re strengthening consumer protections by updating the law requiring utilities to provide customer assistance programs to people who fall behind on payments (HB 2333).

This past weekend was also my annual Youth Expo! We had an amazing turnout, and an amazing time sharing stories, resources, and getting to hang out! I hope to see you at next year's expo, and more of our events in the future!

As always in service,

Rep. Andre D. Carroll

Thoughts of LOVE and LIGHT

On April 10th, I stood with our community at a balloon release honoring 13-year-old Amir Akers, whose life was taken far too soon by gun violence just days earlier. It was a moment filled with love, grief, and reflection. A memory that will stay with me for years to come.

My heart aches for Amir’s family, friends and school community as they face a loss no one should ever have to endure. I hope you can feel the strength of a community holding you close during this painful time. To his family, friends and school community, please know you are not alone and that I am here to support.

Team Carroll in the Community

On April 15th,  I brought the 2026 1A Boys High School Basketball Champions to Harrisburg! So happy to honor them in the state House for all of their hard work. It always brings me joy to get the chance to acknowledge the youth for all of their accomplishments! They got the opportunity to meet the Governor and many more House members. Thank you to the coaches and parents for getting these students prepared, all of your contributions, and sacrifices.

On April 22nd, I was on a great panel for the launch of Dying on the Inside Women Lifers at Muncy Prison! This was a conversation about aging, justice, and what happens when people grow old behind bars. This is a topic I’m very passionate about and was super excited when I was invited to join this panel. Having the legislator perspective, I hope I gave people hope that there are still people in power who care and truly want to change this system. Thank you WHYY, Cherri Gregg, and Yvonne Latty for all your hard work on this project and putting together this special event.

April 23rd was the birthday of the late Brother Dave, David P. Richardson! Our community would not be the same without his service and dedication to his people. It’s truly an honor to serve in the same seat he did. I want to thank him so much for all of his contributions and leadership. I also want to thank his family for sharing him with us and continuing his legacy! Happy Birthday David P. Richardson!

On April 24th, I attended the AFL-CIO Union Experience Fair at Martin Luther King High School. Which is showing students alternative opportunities after graduation. Happy to come support all of the great work going on in our community! Thank you AFL-CIO Union for putting together this great event for our young people!

On April 18th, The Youth Anti-Violence and Success Expo was a major win for our community! Many of our young people walked away with working papers and an opportunity that sets them up for success this summer! I’m so proud to have been able to share these resources with our community while making it a great time. From performances to free food, we had it all! Thank you to all of our community partners that helped make this happen, to Lito Sheppard for being our special guest, and thank you to my staff for coordinating this special day!
