PBMHC applauds Shapiro’s Launch of First Apprenticeship Program to Train Doulas
Rep. Morgan B. Cephas October 22, 2026 | 9:42 AM
HARRISBURG, Oct. 21 – Following Gov. Josh Shapiro’s establishment of the nation’s first doula apprenticeship program, Pennsylvania Black Maternal Health Caucus co-chairs and state Representatives Morgan Cephas, D-Phila., and Gina Curry, D-Delaware, released a statement to express their gratitude and support. The program will expand Pennsylvania’s maternal health workforce and increase access to doulas.
“For years, research has shown us that doula support leads to improved birth outcomes and reduced complications. Doulas provide continuous support throughout pregnancy and the important first year following, contributing to safer and more positive experiences for families," Cephas said.
"However, this care means nothing for families who cannot access it. We see a vast disparity in care for women who are already statistically at risk for adverse pregnancy outcomes, with Black birthing people at the highest risk of maternal and infant mortality and morbidity compared to other racial and ethnic groups.
“By removing barriers to becoming a doula, this apprenticeship program will expand access to a proven network of support, leading more families to better health outcomes during the birthing journey. I am grateful to Governor Shapiro for establishing this landmark apprenticeship program and continuing to invest in maternal health.”
“This apprenticeship program is poised to significantly improve the birth experience for expecting moms throughout our state,” said Curry. “Doula care means access, advocacy, and allyship that adds the support delivering moms need. When we give women the support they need to stay healthy and strong in pregnancy, we see better birth outcomes. This is huge news for the women of Pennsylvania. In maternal health care deserts, like our rural areas and areas like Delaware County, this will add accessibility and increased resources that are desperately needed.”
The Pennsylvania Statewide Registered Doula Apprenticeship Program was established in a collaboration among the Pennsylvania departments of Human Services, Health, and Labor and Industry, and Patients R Waiting.
This is the Shapiro administration’s latest measure to expand access to doulas. In 2024, the governor signed into law Act 115, legislation sponsored by Cephas which extended Medicaid coverage to doula services.
The Pennsylvania Black Maternal Health Caucus, which recently celebrated its three-year anniversary as a caucus, was formed by Cephas and Curry, and State Rep. La’Tasha Mayes, D-Allegheny. PBMHC is a bicameral group composed of over 50 legislators focused on boldly addressing the disturbing trends of Black maternal mortality and morbidity in Pennsylvania through strategic, intersectional legislation and policy.
