My bill to protect our tree canopy advances! Today, the PA House Environmental Protection Committee approved my legislation that would help preserve the tree canopy for communities statewide by requiring electric utilities that remove a tree to plant a new one, within two years, in a location of the municipality's choice. I introduced H.B. 2161 after residents and environmental advocates in our district expressed concerns that trees were being removed entirely, instead of simply being pruned or trimmed. We’re one step closer to addressing that issue, as my bill now heads to the full House for consideration. Salisbury bill to preserve tree canopy advances from committee

“I introduced this bill after residents and environmental advocates in our district expressed concerns that trees were being removed entirely, instead of simply being pruned or trimmed,” Salisbury said. “Maintaining a healthy tree canopy is essential for communities because it reduces stormwater runoff and air pollution, provides shade that lowers energy costs, raises property values and increases pedestrian traffic for local businesses, among other benefits. Monday’s committee action moved us a step closer to making sure those benefits continue.” Read more

NEWLY LISTED PROGRAMS Department of Transportation: National Electric Vehicle Infrastructure Funding Round 1 (Southeastern Region) Who May Apply: Contractors installing a publicly available community charger Use: To plan, design, construct, operate, and maintain charging stations across Pennsylvania. Subsequent rounds for other regions will be announced at later dates. Funds: Applicants may apply for up to 80 percent federal cost share of the eligible costs, with a minimum required match of 20 percent from non-federal sources. The maximum award size per selected Project is $1 million Application Deadline: August 21, 2026 More information: PennDOT Website Commission on Crime and Delinquency: Violence & Delinquency Prevention Programs Who May Apply: Eligibility for these funds is open to local units of government (counties, municipalities), nonprofit organizations, private providers offering services to system-involved youth, and institutions of higher education. “Preserving the tree canopy is critical for urban environments – not just because trees beautify the landscape, but because they provide so many other benefits, from reducing air pollution and stormwater runoff to providing cooling shade and reducing energy costs, to raising property values and increasing pedestrian traffic for local businesses.“Residents recognize the need for utilities to trim and prune trees – and sometimes even remove them – to ensure vegetation does not interfere with power lines. But it’s critical to ensure that those management efforts are done with an eye toward what is best for residents and the environment.My bill would do that by requiring a utility that removes a tree to plant a new one, within two years, in a location of the municipality’s choice.” Read more

Use: Park rehabilitation and development, recreation and conservation planning, land acquisition and conservation, trail projects, river conservation and development, and community and watershed forestry. Funds: The total grant awards vary based on state and federal funding sources, with the program awarding approximately $50 million for projects each year. Pa. lawmakers detail bill to route ICE complaints to Human Relations Commission

HARRISBURG, Jan. 22 – Four Pennsylvania House Democrats are introducing legislation to empower the Pennsylvania Human Relations Commission to receive and document complaints from the public regarding civil-liberties violations by federal ICE agents and law enforcement agencies working with ICE. State Reps. Paul Friel, Greg Scott, Abigail Salisbury and Joe Hohenstein circulated a co-sponsorship memorandum today outlining their plan to protect residents and hold ICE accountable in Pennsylvania. “This is a failure of leadership at the highest level,” said Friel, D-Chester . “These raids are not making our communities safer, nor do they seem designed to accomplish that goal. The tactics employed by ICE officials are proving to be inhumane, ineffective and unconstitutional. We must hold accountable those who violate both their duty to the constitution and the rights of our community members.” The memo highlights a troubling rise in hostile and unlawful actions under the guise of “immigration enforcement,” citing examples from Minneapolis, Chicago, Los Angeles, and other cities where ICE has overstepped its authority. “The actions we’ve seen from ICE agents nationwide are traumatizing,” said Scott, D-Montgomery . “They’re horrific, and the federal administration’s refusal to acknowledge that is alarming. Salisbury: $10 million secured to replace lead water service lines for District 34 residents

“Residents have a right to expect that the tap water flowing into their homes is safe, but the existence of lead service lines continues to pose a threat in many communities,” Salisbury said. “The new funding will allow Wilkinsburg-Penn Joint Water Authority to replace approximately 1,000 lead lines with copper ones, to bring more households in our district safer water and more residents the peace of mind they deserve.” Read more
