Legislators announce $408,500 investment in community revitalization projects in Delaware County

HARRISBURG, Dec. 16 – The PA House Democratic Delaware County Delegation today announced the approval of $408,500 through the Neighborhood Assistance Program to help low-income people and communities and improve distressed areas in Delaware County.
The funding was approved this week by the Pennsylvania Department of Community and Economic Development. Through the NAP, businesses can receive tax credits of up to 95% on contributions they make to a qualifying community project.
“Nearly 90 organizations in our region have been selected for funding through the state’s Neighborhood Assistance Program,” Speaker of the House Joanna McClinton, D-Phila/Delaware, said. “These groups work tirelessly to serve our neighbors and strengthen our communities. I’m proud to partner with many of these groups on projects that provide food, job training, and healthcare to so many of our neighbors.”
“This investment through the Neighborhood Assistance Program will make a real difference for families and neighborhoods across Delaware County,” said Rep. Leanne Krueger. “These funds will strengthen our communities and improve quality of life, and I’m proud to support programs that ensure resources reach the neighborhoods that need them most.”
“These public-private partnerships are a concrete way for our local businesses to give back to our communities AND reap the economic dividends from these investments in community growth,” Rep. Carol Kazeem said. “When our people flourish, so does our economy. These tax credits will help build strong communities and a thriving economy by providing solutions to a wide variety of issues including the lack of affordable housing, homelessness, domestic abuse and youth violence. The NAP is an ingenious approach to community and economic development.”
“These tax credits will help organizations that do wonderful work in Delaware County,” Rep. Jennifer O’Mara said. “I’m proud to have supported the Neighborhood Assistance Program in the new state budget to ensure these organizations continue to provide valuable community support.”

The following programs received NAP funding:
- $9,750 for the Boys & Girls Club of Chester to implement a multi-faceted youth violence prevention program for 75 youth through after school, weekend, and summer activities. The project aims to prevent youth involvement in violent incidents by 20% and improve conflict resolution skills in 85% of participants.
- $16,250 for the Community Action Agency of Delaware County, Inc. to renovate and upgrade the facility to continue to provide essential support to over 3,000 households annually.
- $47,700 for Domestic Abuse Project of Delaware County, Inc. to expand DAP’s legal services, increase safety, empower self-advocacy, and support long-term independence.
- $31,500 for Entrepreneur Works Fund to help it provide affordable, flexible loans and business support services to low-to-moderate income entrepreneurs.
- $18,000 for Chester Community Improvement Project Chester, in partnership with RADC, to fund exterior repairs for 12 owner-occupied homes in Grace Manor.
- $4,500 for the Family Support Line of Delaware County, Inc. to provide ride-share transportation for 125 low-income families in Delaware County, removing barriers to mental health treatment for child victims of sexual abuse.
- $280,800 for The Foundation for Delaware County’s Housing Opportunities Program for Equity to help at least 300 families maintain safe, stable housing.
