Hill-Evans secures over $2.4 million in new funding for the district

HARRISBURG, June 14 – State Rep. Carol Hill-Evans, D-York, today announced that York County was awarded over $2.4 million in funding from both the Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund and the COVID-19 Hospitality Industry Recovery Program.

“The epidemic of our most vulnerable neighbors living with the real fear of not having stable housing is a harsh reality that must continue to be addressed,” Hill-Evans said. “For many residents in the 95th District, $995,000 of PHARE funds will allow them to have a safe place they can truly call home, while working towards the goal of attaining permanent housing. PHARE funds can also be used for help with utility payments, energy-efficient appliance upgrades and social programs to assist our neighbors in crisis to get back on their feet.”

The PHARE funding for York County is divided between eight organizations:

  • $100,000 for Bell Socialization Services to provide homeless rental assistance and homeless prevention for those in York County struggling to maintain safe, stable housing.
  • $155,000 for Emmanuel Community Development Corp. to provide for nine veterans housing units for homeless and at-risk female veterans.
  • $115,000 for the YWCA of York, which provides free comprehensive services for victims of domestic violence, sexual assault and human trafficking in York County. This will fund updates to the countertops and cabinets in each individual bridge apartment at their three transitional housing facilities.
  • $100,000 for Recover House of Worship’s J.U.M.P. Initiative which seeks to prevent individuals with substance abuse use disorder from becoming homeless.
  • $75,000 for the Community Progress Council to offer on-site educational training in the areas of renter education, crisis budgeting and financial literacy.
  • $250,000 for the York Habitat for Humanity’s 2022 Building Program, which will include the final four homes of the Chestnut Street Revitalization Project.
  • $50,000 for Tenfold to expand and increase access to the counseling and education services of its Ann B. Barshinger Financial Empowerment Center.
  • $150,000 for York Area Development Corporation to renovate shared spaces and upgrade to more energy-efficient appliances.

PHARE, which is managed by the Pennsylvania Housing Finance Agency, was established in 2010 to provide the mechanism to allocate certain state or federal funds to assist with the creation, rehabilitation and support of affordable housing throughout the state.

Hill-Evans also secured nearly $1.5 million in CHIRP funding to assist local business in recovering from the COVID-19 pandemic.

“The service and hospitality industry was decimated due to the pandemic. This influx of state funding will help these small businesses shorten their financial recovery time as we get closer to putting this pandemic behind us,” Hill-Evans said.

The COVID-19 Hospitality Industry Recovery Program, which is administered by the Department of Community and Economic Development, has provided funding assistance to the hospitality industry businesses adversely affected by the COVID-19 pandemic.
