House members recognize National Diaper Need Awareness Week
HARRISBURG, Sept. 18 – On Thursday, state Rep. Carol Hill-Evans, D-York, held a news conference at Healthy Steps Diaper Bank to recognize "Diaper Need Awareness Week" and address the insufficient supply of disposable diapers for children and incontinent adults across Pennsylvania.
“Access to an adequate supply of clean diapers and incontinence products is not a luxury—it is a basic necessity,” said Hill-Evans, chair of the House State Government Committee. “For many facing these challenges, the struggle doesn’t end at childhood, and when these products become unaffordable, the consequences can be serious.”
Introduced by Hill-Evans and subsequently adopted by the PA House, H.R. 525 designates the week of Sept. 14-20, 2026, as Diaper Need Awareness Week in Pennsylvania and calls for the recognition of the efforts made by Pennsylvania's 10 diaper banks, the National Diaper Bank Network and all community organizations working to address the diaper gap in Pennsylvania.
Members and the speakers from Healthy Steps Diaper Bank detailed the immense need for these incontinence products, as most insurance plans and public resources, such as food stamps, the Women Infants and Children program, and Medicare, do not cover the cost of them, and pathways to remedy that need.
“I am proud to stand with my colleagues and community partners in addressing the urgent need for affordable access to incontinence products,” Hill-Evans explained. “We have an obligation to recognize the remarkable work being done by diaper banks and community organizations across our Commonwealth and I hope these efforts will help shine a light on a problem that impacts the health, dignity, and economic security of some of our most vulnerable residents.”
