Fleming: Over $1.2 million secured for public safety across Dauphin County

HARRISBURG, Dec. 10 – State Rep. Justin Fleming announced today that more than $1.2 million in new grant funding from the Pennsylvania Commission on Crime and Delinquency is being awarded to five organizations across Dauphin County.

The Children’s Advocacy Centers of Pennsylvania will receive $400,000 to support local centers, provide specialized consultation and training for counties that do not yet have a CAC, and cover essential operational needs such as staff salaries and administrative costs.

Fleming spent 18 years advocating for child safety and mental health and previously served on the board of Dauphin County Court Appointed Special Advocates. Improving the lives of children across the commonwealth has long been one of his top priorities.

“We are increasing understanding around childhood trauma and the importance of treating it,” Fleming said. “I am so proud to share these grants and expand the great work CACs do across the state. With proper support and compassion, we can prove that trauma is not destiny.”

According to 2022 data, of the 15,735 children served by CACs in Pennsylvania, 75% received services following alleged sexual abuse, 20% following alleged physical abuse, and 5% due to alleged neglect, witnessing violence, or drug endangerment.

Additional approved funding in Dauphin County includes:

  • $415,300 to the Dauphin County Commissioners to support two reentry navigator positions at the Dauphin County Prison and implement 100 hours of treatment programming for individuals with behavioral health needs. Funds will also ensure that crime victims whose cases move through the criminal and juvenile courts receive all protections, rights, and services to which they are entitled.

  • $231,000 to the YMCA of Greater Harrisburg to implement Supported Employment and Illness Management & Recovery services for individuals involved in the Dauphin County Drug Treatment Court and those reentering the community after incarceration. The project aims to promote recovery, reduce relapse and recidivism, and support successful community reintegration.

  • $50,000 to Pinnacle Health Medical Services (UPMC CAC of Central PA) to support the salary of a full-time office manager/financial counselor.

  • $49,834 to Hempfield Behavioral Health Inc. to train 16 clinical staff members in Trauma-Focused Cognitive Behavioral Therapy.
