Pa. state Rep. Stephen Kinsey explains his resolution that would rename the current South Lawn at the state Capitol to “Irvis Circle of Equality” in honor of former House Speaker K. Leroy Irvis. In 1977, Irvis was the first African American elected as Speaker of any state legislature in the U.S. and dedicated much of his career to the fight for civil rights.
