Rep. Ed Neilson October 20, 2026 | 5:21 PM
Today, the Senate unanimously passed legislation introduced by state Rep. Ed Neilson, chair of the House Transportation Committee, that will keep roadside workers and motorists safer while traveling through highway work zones.
House Bill 2336 will require the Pennsylvania Transportation Department to educate prospective drivers about safety in work zones and the related penalties. PennDOT must also include at least one question relating to safe driving in work zones on the Pennsylvania driver’s license exam.
“I’ve introduced this legislation in previous sessions because it’s important that new or inexperienced drivers are prepared to safely drive through highway work zones. The sudden stop of traffic, the flashing lights and changing lane patterns can overwhelm any driver but education is the key to prevention.
“This bill will educate new drivers on speed limits and what to expect while driving through a work zone, as well as the penalties to deter poor driving, ensuring drivers’ and road workers’ safety on Pennsylvania roads,” Neilson said.
The bill now heads to Gov. Josh Shapiro for his signature to enact it into law.
