Pielli introduces bill to prohibit AI use for scam calls

WEST CHESTER, March 2 – State Rep. Chris Pielli, D-Chester, is introducing a bill to prohibit and penalize the use of artificial intelligence to create and distribute scam phone calls.

Specifically, H.B. 2255 would expand Pennsylvania’s Telemarketer Registration Act, which already regulates telemarketers and the use of robocalls and requires a statewide do-not-call list. Pielli said AI-based calls are a new challenge that requires an expansion of the law.

“The use of AI in spam calls can create troubling results,” Pielli said. “Perpetrators can mimic human voices, have conversations instead of using prerecorded lines and spoof caller ID numbers. The misuse of AI could lead to more Pennsylvanians being scammed or defrauded, and we need stronger protection against potential abusers of this technology. My bill will help protect people from becoming victims of these calls, saving not only time and money, but also safety and security.”

House Bill 2255 awaits committee assignment.
