House honors former Congressman William H. Gray

Rep. Rosita C. Youngblood introduced a House resolution honoring former Philadelphia congressman and retired United Negro College Fund leader William H. Gray III.

Gray left the U.S. House of Representatives in 1991, after becoming the first African-American to chair the Budget Committee and to become majority whip, for duties as president and CEO of the United Negro College Fund.
