Borowski announces state funding for projects to benefit students, seniors, & families in the 168th

(MEDIA, PA) – July 16, 2026 – State Rep. Lisa Borowski (D-Delaware) today announced $1,700,000 in state funding awarded to capital improvement projects located in the 168th Legislative District.
Funded through the Redevelopment Assistance Capital Program, RACP is a Commonwealth grant program administered by the Office of the Budget for the design, acquisition, and construction of regional economic, cultural, civic, recreational, and historical improvement projects.
"My goal is to bring funds back to the district to help support projects which benefit many different constituencies," Borowski said. “The RACP funding ultimately makes our communities more accessible and welcoming, leaving them better equipped to serve the people who rely on them. The impact of these historic preservation and accessibility projects will be felt for years to come.”
The organizations and their projects that were awarded grants are:
- Eastern University (Radnor Twp.) received $500,000 to improve accessibility in Walton Hall by constructing an elevator, removing a long-standing barrier for students and staff.
- Elwyn (Middletown Twp.) received $500,000 toward interior and exterior renovations to its Specialized Inpatient Unit on its Media Campus. The Sun Center and Beatty Hall buildings will each get a new entrance canopy, roofing, windows, and doors. Their bathrooms will be made ADA-compliant, and some areas will be converted into observation rooms and double-occupancy rooms.
- Radnor Township received $700,000 to improve Fenimore Woods Park by constructing a new accessible walking path, fencing, and site furnishings. The project will also renovate the stable and parking lots, and add additional park signage, trees, and landscaping.

Cappelletti (D-17). “Our educational institutions and public parks provide our neighbors with places to connect with one another and build community. This funding will ensure both entities continue to thrive so they can foster those inclusive and accessible spaces for all.”
"These investments are about making sure our communities have access to the healthcare services they need today while preparing for the challenges of tomorrow," said Sen. John I. Kane (D-9), whose district also encompasses two of the grant awardees. "Expanding emergency and outpatient care at Riddle Hospital and modernizing Elwyn's specialized inpatient facilities will strengthen our local healthcare system, improve patient outcomes, and better serve families throughout our region. I'm proud to work alongside Rep. Borowski to advocate for projects that deliver lasting benefits, create opportunity, and improve quality of life for the people we represent."
