Kinkead, Mazzocco to introduce bill requiring regular property assessments

Allegheny lawmakers announce bill for more equitable property tax system following court ruling

PITTSBURGH, Aug. 18 – State Reps. Emily Kinkead and Jen Mazzocco released the following statement on the recent Common Pleas Court order requiring Allegheny County to complete a countywide property reassessment by 2032:

“This court order underscores the urgent need for the state to address a property tax system that has been unpredictable, inconsistent, and unfair for far too long. A lawsuit should not be required to get a fair property assessment. We are in dire need of a better system that is transparent and more predictable, and that means requiring regular reassessments for all 67 counties.

“Pennsylvania is the only state in the nation that does not require regular property reassessments. Some of our counties have gone more than five decades without reassessment. This has created significant disparities between similarly situated properties and unfairly shifted the property tax burden among homeowners, especially in areas where school districts cross county lines.

“Regular reassessments would give taxpayers greater transparency and predictability while giving our schools and local governments the information they need to plan for the future. This is an opportunity to finally fix this broken, inequitable system that impacts homeowners, renters, school districts and municipalities statewide.”

The pair of lawmakers said they soon plan to introduce legislation in the Pennsylvania House of Representatives similar to S.B. 567 from state Sen. Wayne Fontana, D-Allegheny, to mandate property reassessment for every county in the state on a 10-year cycle and strengthen the role of the State Tax Equalization Board in ensuring compliance.
