Cephas to lead subcommittee on housing finance

Newly formed group to focus on economics of housing

HARRISBURG, Jan. 31 – State Rep. Morgan Cephas, D-Philadelphia, announced today that she has been assigned to serve as the majority chairwoman of the Subcommittee on Housing Finance in the House Commerce Committee. The appointment was made by committee chairman Rep. Scott Conklin, D-Centre.

“I appreciate the trust that Chairman Conklin has placed in me to lead this subcommittee to focus on the vital and fundamental economic issues related to housing,” Cephas said.

“I look forward to combining this appointment with my work in the Housing and Community Development Committee, as well as the full Commerce Committee, to develop strategies and solutions to ensure that all Pennsylvanians have options to afford safe and stable housing. We’re looking at new ideas as well as some of the excellent proposals generated last session, which we hope to introduce and fine-tune with stakeholders through this subcommittee and magnify them for the public with the hopes of getting them across the finish line in this term.”

Organization and duties of subcommittees of House Standing Committees are outlined in House Rules 43, 44 and 45 in the 2025-26 General Operating Rules of the House of Representatives. Additional subcommittee members and a minority chair are to be announced in the near future.

Cephas also serves as the chairwoman of the Philadelphia House Delegation, a collective of Pennsylvania House Democrats who represent the state’s only county and city of the first class.
